Communication Without Barriers

At City of Dreams, communication is not treated as a special request. It is the standard.

For many Deaf and hard-of-hearing people, everyday environments still require asking for access, waiting for accommodations, or navigating unnecessary barriers. That stops here.

City of Dreams is designed from the ground up for full inclusion. Communication is built into how the community functions every day, across every space.

American Sign Language is part of daily life. In businesses, services, events, and public areas, communication is clear, direct, and accessible.

A Deaf person can walk into any space — the diner, general store, salon, dog center, or a community event — and fully understand, participate, and connect without delay or confusion.

Built Into The Land

To make this real, not theoretical, every employee is required to:

  • Complete basic ASL training before employment
  • Continue ASL education over time
  • Participate in Deaf awareness and communication training
  • Learn respectful, accessible interaction practices

This is not optional. It is part of how the community operates.

Everyday Access, Everywhere

Communication is treated as a shared responsibility, not an individual burden.

City of Dreams provides:

  • Staff with functional ASL communication skills
  • Ongoing sign language education across the workforce
  • Clear visual communication throughout the community
  • Accessible events, services, and public programming
  • Inclusive communication standards across all businesses
  • Accessible emergency and safety information

Designed This Way From The Beginning

City of Dreams is not designed to adjust for inclusion later.

It is built this way from the start.

No requests… just access.
